(Received April 21, 9 a.m.) LONDON, 20th April. Mr. Guinness, speaking in the House of Commons, said that had the Colonial Office been in closer touch with tho overseas Dominions' opinion, it might havo secured their lepresentation on the'lnternational Prize Court. Mr. T. M'Kinnon Wood, Parliamentary Under-Secretary to the Foreign Office, replied that reflection would have shown Mr. Guinness that it was hardly likely foreign nations would grant Britain live or six votes on the court.
