With reference to cable messages from Paris giving aj resume of a discussion in the French Chamber of Deputies on the subject of the conduct of the Presbyterian missionaries in the New Hebrides, the secretary of the Presbyterian Church, an old missionary in the. group, denies the statement that the missionaries had arrogated to themselves administrative control of some of the islands. Prior to the establishment of the- Condominium, the missionaries had advised the chiefs of some' of the islands to establish local government, but as soon as the Condominium was given all local governments ceased. Under the old regime it was necessary to have a penal system and prisons, out most cases of punishment took the form of compulsory roadmaking.
