M. Drouyn de Lhuys has issued a diplomatic circular defining the- objects and operations of the Sanitary Congress to meet at Constantinople. The conference is not to interfeie in the internal administration of any country, and the measures it may advocate can only be put into practice in each country by the consent and authority of -the government. ITALY. The Minister of Justice has drawn up a new bill for the suppression of religious corporations. It will be one of the first presented to the Parliament. ROME. The Fope is said to have resolved upon establishing in England a' second archbishopric, of which the see will be either at Liverpool or Birmingham. The Patrie states that the evacuation of the Pontifical States will commence in a few days by the surrender of Viterbo to the Papal troops, and that the first French detachment will start from Rome on .November 4, to embark at Civita Vecchia on board the Gomer and the Montebello steam frigates.
