The 5.9 Phoebe, U. H. Ferguson, commander, arrived in harbour at 2 30 this afternoon from the South. She left Otago on the 1115 1 h at 4 p.m., and arrived at Lyttelton the following day at 12 30 ; sailed thence on the 17th at 1 p.m., encountering most severe weather during the passage, wind ipom NE toN VV., and at times blowin p a perfect hurricane ;at 10 a.m. miZ'iii-mast head and inizen topMiittt carried away. The Airedale was leaving Lyttolton as the Phce'ne entered the Heads. There is no news of any consequence by the Phoebe. Under the head "Latest Telegrams," intelligence from London, via Mauritus, 7th September, is published ; but the scant items contained therein have been long since anticipated, telegrams, dated London, 18th September, having already appeared in the colonial papers. The South Australian, steamer, arrived at ' the Bluff, from Melbourne, on Thursdy last, having left on the 10th instant. The following are the principal items from Melbourne ! — The Governor is indisposed, confined to his room, and unable to attend to anything. The Assembly declined a conference with with the Council on the general question of the differences between the two; Houses, but seeing the Cou.icil had finally disposed of the Appropriatioii'cum-tariff Bill, Government brought in a Bill founded on the tariff resolutions of February 15. This measure through all its stages, but Government used threats towards the Council unless they passed the Bill, and the Council were, expected to reject it, in which case Government stated their determination to collect duties, under writ of Entries Act. Business continues dull in consequence < * the unsettled state of the tariff. Breadstuf remain unsettled, owing to recent arrive and the expectation of further shipmen Holders are unwilling to give way, believi' that for some, time nothing further' w arrive from California.
