The Provincial Council assembled at three o'clock this afternoon, when his Hflhor the Superintendent delivered the prorogation speech, and the business of the session was brought to a termination. The second reading of the Wellington Land Regulations Amendment Bill is made an order of the day for to-morrow, in the House of Representatives. The p.e, Ballarat, which left this port for Nelson on Monday afternoon, was obliged to put back to-day in consequence of the severity of the weather. In the House of Representatives yesterday, Mr. Wilkin asked a question of the Government. He had heard that some report or information had reached the Government concerning the lost steamer City of Dunedin, and he thought the house would like to be put in pojsession of that information. The Postmaster General said that he had certainly heard something of this matter. A girl living at Terawiti said that she saw a steamer, or. the night o* the catastrophe, on the K-ron
rocks, and that ehe saw the crew and passengers on board running about in a state of confusion. The investigation was not yet finished, but from the evidence as yet obtained it would appear that the steamer was lost on the Karori rocks. Of course the Government would prosecute the fully, and would put the house in full possession of all details. For the future the c.a. Lord Ashley will leave Wellington for Napier and Auckland on the 24th of each month, instead of on the 25th as heretofore. , ' • *¦ The separation question was not defeated in the house yesterday. Mr, Russell stated he had been requested to delay his motion until further discussion had taken place on the financial question, arid sought leave to postpone the resolutions. In the Legislative Council, Colonel Kenny has given notice that when the Hon. J. C. Richmond moves, " That this Council is of of opinion that the true interests of the inhabitants of all parts of New Zealand, andW both races, require that the colony should rwain one and undivided," he will move as an amendment, "That certain special measures biAft absolutely necessary to ensure the securißknd progress of the northern portion of thmMony, it is expedient that the expression b;£ this Council of any opinion as to whether ttiiejßolony should remain one and undivided, be Af erred until the precise policy of the Goverfraient, more particularly as regards finance^ defence, and representation, should have been fully developed by Ministers." \ Opotiki and Whakatane have,' by. proclamation of his Excellency the Gov&nor, been declared under Martial Law, fop the purpose of empowering the commander of the military forces sent to capture the murderers of the Rev. Mr. Volkner and Mr. Fullpon, to deal summarily with the assassins. ,-_ t A meeting of the City of Wellington Band of Hope was held last evening in the Wesieyan schoolroom, Manner street. \ There were about sixty children present. Mr. Eraser addressed the meeting, and singing anil recitation followed. The amount collected at the Penny Bank was £8 15s. William Lyon, Esq., J.P., and N. Levin, Esq., J.P., presided at the Resident Magistrate's Court to day. Three persons were fined for drunkenness ; and a case of assault, with intent to do grievous bodily harm, was postponed till to-morrow. A seaman, named Lapham, summoned the master of the barquu Rangoon -for .£1 -fa, three days' wages. Plaintiff having shipped by the run, and left the vessel without leave, their Worships decided he was not entitled to wages, and dismissed the case. Another seamun, named Boyle, preferred a similar claim against the master of the Rangoon, which was alsd^dismissed. To-morrow Mr. Alfred Barnett will submit to public competition, at his sale room, Custom House Quay, a groat assortment of German and Swiss toys, the mechanical contrivances of many of which .are well worthy of inspection. An Order in Council, revoking an Order in Council of March, 1863, and otherwise regulating the exercise of the Miners' Rights Franchise, appears in the Gazette. In place of the stamp, " Miners' franchise exercised" being impressed upon every Miner's Right when having voted at an election, it is now directed that the following regulation shall be in force from and after the 15th of August last :— " Whenever any person qualified to vote by virtue of clause 2 of " The Miners' Representation Act, 1863," shall have voted in respect of such qualification at any election of gold fields members of the House of Representatives, or of gold fields members of the Provincial Council of any Province, or for members of the General Assembly or of a Provincial Council, the Returning Officer or Poll Clerk shall forthwith thereafter write upon the Miners' Right held by such voter the word ' exercised/ adding thereto the date of such vote, and the signature of such Returning Officer or Poll Clerk." The New Zealand Herald says Mr. Home, the secretary of the Kapanga Company, returned to town with 182 ounces of cleaned gold, and several specimens of quaitz and gold. The Coromandel Gold Mining Company, we learn, resume work with new machinery, when a considerable yield is ex* pectfid. The quartz reef at the Arrow bids fair to come up to the most sangnine expectations formed of its richness. the surface. The excitement consequent upon the additional evidence afforded of the richness of the reef is very great, and the applications of eight companies have already been registered — Dunstan Times.
