PROVINCIAL COUNCIL. YESTERDAY.

The Speaker took the chair at five o'clock. The Clerk read the minutes of the previous sitting. Mr. GALLOWAY presented a petition from Mr. Edward Boulton, of Paramatta, praying for compensation for the loss of a horse, some flour and rum, during the first disturbances at the Lower Hutt many years ago. Mr. H. BUNNY did not consider that the petition could be received by the present Council, as it had been presented to a former one and thrown out. Mr. J. H. WALLACE opposed its reception, and the petition was withdrawn. Mr. J. JOHNSTON presented a petition signed by a number of residents in the Makara and Ohiro districts, praying for the formation of 140 chains of road between the districts, so that a shorter cut might be opened to the Hutt Valley and West Coast. The petition was received. Mr. G. CRAWFORD presented a petition from Messrs. Stand well and Downes, the proprietors of the bathing establishment, praying for an additional grant in aid of £150, which was also received. Mr. DRANSFIELD'S motion that a pamphlet containing the standing orders be published for the information of members of the House, and that each member be furnished with a copy, was carried. Mr. J. H WALLACE'S motion that the reply of the Provincial Secretary, in answer to Mr. Pharazyn's question on the state of the Survey Department, should be taken into consideration, was carried. ! Mr. BUNNY moved that the Superintendent be requested to place on the estimates the sum of £200 for the purchasing of a silver prize cup and for other prizes, to be competed for by the Volunteers and Militia of the Province.— Carri ed. The PROVINCIAL SECRETARY at the second reading begged leave to withdraw the Bill for an alteration in the Harbour Reserves Amendment Act ; and that for a sale of part of the Reclaimed Land was granted. The Wellington Corporation Bill wag read a second time. |£*Mr. W. HICKSON, in an elaborate speech, moved fer a Bill granting full municipal powers to the Town Board. He explained where the Town Board Act was defective, and pointed out the advantage^of granting municipal powers to the Board. JL Mr. J. H. WALLACE supported Mr. Hickson's motion, and entered very much into detail on the subject of the Town Board Act, which he, as a Town Board Commissioner and an old resident, had studied with great interest. A lengthy debate ensued,and was continued until past midnight, when it was adjourned until this evening.
