RUSSIA AND ENGLAND.
• Londov, March 11th.' Parleying is still proceeding between Hngland and, Russia over rhe Afghan onestian, but so far as ia known no pro rees has been made towards an amicable settle* ment.
The Times to-day states that a collision is imminent, as in defiance of Englan I’s protests fresh Russian advances have taken p’ace in the direction of Herat, and that Sir Peter Lum-den, the British Commissioner, has consequently b.en directed by the Government ■to organise Ref nsive measures to be pursued by the Afghans against the Russian advances.
The Times further states that British troops from India have been ordered to occupy the Rohat Pass on the Hindoo Ko isti Range, between Herat and the frontier.
The Afghans now hold the Rohat Pass and steps are being taken to fortify thereat' The Times trusts that the loyal en;hu« s asm displayed by the Colonies in regard to the assistance for the Soudan will indue* an adhesion to the further* off ?ra tuade m c ise of their being required for o.her foreign service. ®

In connection with the Anglo Russian difficulty it, has transpired that the English Government has demanded an immediate withdrawal of Russion troops from beyond the Afghan frontier. The situation is generally deemed to ha mostciitical.andactive warlike preparations are now proceeding both in England and India in view of possible hostilities. The Porte has offered to o n,elude an offensive and defensive abian-'e with Eng« land in the event, of' an imbroglio with Russia. The latest t legrams from Central Asia report that Russians troops are being moved southwards from the Caspian 'Sea in con* siderable numbers. (Special to Press Association. _ London, March 8.
