The following was issued as an extra on Wednesday evening: - ’ [BY ELECTRIC TELEGRAPH.] (FROM OUR OWN CORRESPONDENT). Wellington, Wednesday, Aug. 13. A Government has at last been formed, follows :• . Sir Julius Vogel—Treasurer, PostmasterGeneral and Commissioner of Stamps Mr Stout—Premier and Attorney-General Mr Richardson —Minister of Public Works Mr Montgomery—Colonial Secretary and Minister of Education Mr Maoandrew—Minister of Lands and Mines Mr Ballance —Native and Defence Minister Mr Whitmore is without a portfolio. The new Ministry is regarded very weak, «ndit is doubtful if it will last the season, 4ot> many political fossils in it. Grey has gone into opposition with 14 tollowere.

The arrangement about the precedence of :Sir Julius Vogel is in accordance with the precedent of a similar course of action when Sir F. Whitaker drat joined M.-jor Atkinson. On Tmirsday Sir Julius Vogel will ask for -a fur her adjournment until Tuesday next. One thing, therefore, has come -of this. Sir'Georgc Grey has been eliminated, and his alliance with M j T Atkinson is now fairly likely; indeed, I have good Treason to believe that the alliance was promptly offered and ■ coept-d on the spot, but whether even the vc y oldest and staunchest of his personal following—t ore. so to speak, who have grown grey in his service-will throw in their lot with him and keep step with th s curious allia-.cis doubtful.”

The present impression is that Sir Julius ’Vogel’s Ministry will prove to he a weak -one, and that before long (perhaps sooner than many imagine) Major .Atkmon will -c->rae back to power, supported by Sir G. <Jrey. It is an open secret that Sir Julius did his best to secure Sir George’s allegiance, and asked him to name a member to represent Auckland in the now Cabinet; but these overtures wore not responded to, and some go as tar as to state tbit Sir G. Grey has positively consented to become a sup porter of Major Atkinson on certain conditions the nature of which varies with different versions.
