THE PARNELLITE PROGRAMME FOR 1884.
With the beginning of the year Mr Parnell will, it is said, hold a series of conferences with his Parliamentary colleagues on the subjeo ■ of the extension of organisation in Gieat Britain and Ireland, on the policy of the pirty in the ensuing session of Parliament, and the preparations for Parliamentary contests in case of dissolution should take place. It being t-ken for granted that the Government intended to inoule. Ireland in the expected measure for the extension of the household franchise to counties, one division of the party, it is contemplated, will devote special attention to securing an equalisa'iou of thetarough and Parliamentary franchises in’Hreland with those of England. The question of county government will, it is arranged, form a p o minent item in the Parnellite plan. Mr Ifraly has already prepared a scheme ot Irish county government, aiid it will he attempted to engraft i;s main provisions on any measure which the Government may apply to Ireland. The member for Monag ban bases his suggestions, which have been approved by his colleagues, un a purely elective system of county hoards under the popular c.-ntro s and does not provide for the retention of the ex officio magisterial e’eraent. Acting on various suggestions received from the firming classes, the consideration of ihe House will be invited to further land legislation. From Tyrone Mr Parnell and his colleagues are requested to take up the subject of the hind in quite a new form. ' They are requests 1 to use their influence in favour of the occupying purchasers o f glehu lands wilh a v>ew of obtaining a reduction of the annual insta’ment from 5 per cent to per cent, of the purchase money. Outside the Parliamentary programme the attention of Mr Parneil’s Parliamemary colleagues is to he devoted to the exten-ion of the National League organisation in Ireland. Early in the year meetings of delegate- from districts wi 1 be held in several northern counties wilh a view of arranging to'contest them on the National League platform whenever an opportunity may arise. Measures are now being taken under the auspices ot the executive of the National League of Great Britain for utilising the- Irish electors in Great Bri ain. SinniM the Go-, eminent introduce a measure for the reform of London government, the party led by Mr Panie'l will endeavour to secur* the insertion of a provision making it comonlsory on the part of the Gorporatiou , to sell its Irish land estates to the occupiers at a valuation to he fixed by the Land Commission.
