At all meetings three them'e.rs shall form a quorum, and the chairman" thall have a delmerative as well as a easting; vote, and the decision of the majority shall be final and conclusive.” As the Act. is silent on tbe point, we look on it that the committee has the.power to either open-or close its doors against the public when in meeting. -Ed.
