HOME AND FOREIGN. London, June 1. Mr Kelly appeared at the bar of the House of Commons to day, and disclaimed 'tny intention of further action in connection with his challenge to Mr M'Coan. His explanation was accepted by the House. Haitian defeated Kennedy iu the rowing match by 15 lengths. Lord Derby, in replying to the deputation from the Council ot the Colonial Institute, who urged the annexation of New Guinea, stated that until the receipt of Sir Arthur Kennedy’s dispatches on the subject no decision would be come to. The Government were anxiously awaiting the dispatches, and would weigh well the wishes of Australia. He understood that the colonists would be content if foreign Powers were prevented from setthng the coasts nearest to Australia. June 2. It is announced that Chief Justice Wrenfordsley has been created Knight Batchelor. Thomas Caffrey. one of the Phoenix Park murder vs, was hanged at Dublin to-day. He confessed his guilt. Earl Derby, Secretary of State for the Colonies, in replying to a deputation of the Council of the Colonial Institute, win- hj waited upon him to urge the annexation of New Guinea, stated that he was in favour of the annexation, ami that the m itter would he decided by the Ca duet as soon as Sir Arthur Kennedy's dispatches had been received. Any sta ement which had been circulated to the consiary, Lord Derby added, was purely imaginary. Sir Arthur Blvth, Agent-general for Smith Australia, and the H in. Sir Soil Samuel, Agentgeneral for New South Wales, spoke in favour of tbe annexation. Mr Thomas Archer, the Queensland Agent-general, stated that his Government only desired the annexation of the unclaimed portion of the island. It is rumoured that the naval fleets in China wat rs are about to be increased by various powers. The report, however, re quires confirmation. June 3. A popular fete at Moscow to celebrate the coronation was attended by 1.000.0D0 of peasantry. Everything passed off in an orderly manner. The Czar intimated that it was intended to modify the i resent set tlement of agratian property. The Governor of Noumea has been ordered by the French Government to send reinforcements to Tonquin. June 4.
