VINCENT COUNTY COUNCIL.

A special meeting o’ the 0 miici! was held in the County <*lllo6B, Clyde, on Friday, the 23rd Inst-, for the pur|iosc of electing a Chairman for the current year vice Or. Col•o’ough (Chairman claimant) resigned. The ai eting opened at 10 minutes past 2, Cis. McGinnis, Pitches, Stronach, and Welsford in at tendance.

Cr. Pitches proposed, Cr. Welsford seconded that: That Cr. McGinnis be Ac-ting-Chairman of the westing.

Crs. Colclongb, M Kellar, and Jolly here •ou ered tbe room, anil Or. Colcluugh addressing himself to the Councillors said, he ■had an amendment to propose—viz.: That O. Jolly be temporary Chairman of thi« meeting. Hereupon he commenced to enter into i xplanatious, and give his reasons for proposing his amen Iment, when the ques. tion was raised if any motion could he •spoken to before hj was in writing and seconded ; and it being decided in the negative, Cr. Colclough took a leaning position, still keeping his feet, and commenced to write when Or. McGinnis put from his seat at the table O. "Pitchcs’s motion, and there voting for it Crs. Pitches, Stronaeh, •and Wclsford, the in her Councillors not Voting he declared the motion carried, and thereupon assumed the Chair. In tbe meantime Cr. Colclough ha I written, and proposed, Cr. McKellar seconded : “ That Or Jolly he temporary Chairman of this meeting, as from his ]hitherto impartial conduct -of the proceedings of the County during ouch times as he acted in that capacity he is peculiarly fitted for the office, and because the Councillor proposed (Cr. McGinnis) has always made himself a strong partisan in County business, and it is not desirable that a person so disposed should hold the office at the present time,” Cr. McGinnis being appealed to pnt the aiAidment said the motiori was put and <j|rried, and asked if there was any other motion.)

Cr. M ‘Kellar, rising, asked the clerk if an amendment could he put to a motion. Mr. G. Clark said he supposed so, hut he would wish to explain that acting on the advice of the County solicitor he was not preparod to do other than minute motions as carried by the Council. Cr, McKellar alitl being on his feet attempted to address the meeting on the amendment, hut suffering repeated interruptions he turned to the Chair and said: as it appears I cannot he heard except when addressing the Chair, I beg to say. Sir, further interruptions here occurred, Crs. Jolly, Colclough, and Mackellar verbally protesting against the proceedings, denmming them as being illegal and without precedent During the hubbub Cr. McGinnis nose and put the following motion:—Proposed by Cr. Welsford, seconded by Cr. Pitches; that Cr. McGinnis bo appointed Chairman for the current year.

Attempts were again made to speak to the Jmotion but without avail, and Cr McGinnis having deolaied the motion carried and also that the meeting was at an end, he and Crs. Stronach, Pitches, and Welsford arose from their seats and left the chamber.

Crs. Mackellar, Jolly, and Colclough here protested against the proceedings, and said as there was no quorum now present the meeting necessarily lapsed. They afterwards handed to the Clerk the following motion and protest, proposed by Or. Cololough, seconded by Cr. Jolly: That there being no quorum the meeting must of necessity be held to have lapsed. By Cr. Colclough; I hereby protest against the validity of the election of Cr. McGinnis to the office of Chairman of the Council on the ground that no properly appointed or elected Councillor was properly voted to the acting or temporary Chair. And further that an amendment was written out and being spoken to by Cr. Colclough in the first instance, and Cr. Mackellar in the second instance, which action was ignored by Cr. McGinnis. The Clerk said he would receive from Councillors any documents they might hand him, but he would decline to insert anything in the minutes done or communicated to him since Cr. McGinnis left the Cnair.
