CAPETOWN, July 2,1. News is to hand from Pretoria that the Royal Commission appointed to undertake the settlement of affairs in the Transvaal, which has boon sitting since May, has concluded its labors. A draft convention has been arranged with the Boer leaders, providing for the retrocession of the whole of the Transvaal to the Boers, subject to suzerain rights of Great Britain. The convention, moreover, provides for the recognition of claims on the part of British jects in the Transvaal for compensation for losses during the late war to the extent of L 500.000. News to hand further states that the Volkraad will bo forthwith eloeted and will meet without delay, for the object of ratifying the convention.
