BRITISH AND FOREIGN. (From Exchanges.) London - , August 3rd. The Right Hon. Mr Gladstone is pro grossing favorably. Constantinople, August 3rd.
The Turkish forces in the districts of Epirus and Thessaly have been increased to the extent of 50,000 troops, in view of possible hostilities with Greece. Calcutta, August 4th. Intelligence has been received from Afghanistan that Ayoub Knan has advanced to Merkarez, for the purpose of attacking the British troops under General Phayrc, which reached Chainan recently from .Bohan Pass on their way to reinforce General Burrows at Candahar, but were unable to proceed, owing to the disturbed state of the country. It is further stated that Ayoub is sending a strong force to intercept supplies from Bohan Pass Orders have been given to General Roberts to march with the northern division of tho British army in Afghanistan, numbering 10,000 men, to the relief of General Burrows at Candahar. General Roberts has further been ordered to act in conjunction with the troops under Generals Phayre and Sandeman from the Bolan Pass, so that the combined forces may operate against Ayoub Khan.

The Greek Government has resolved that the army- reserve be called out in consequence of warlike preparations now being made by. Turkey. ' August 6 th. The Chief Secretary for Ireland made a speech in the House of Comihona to, day, in the course ot which he said ho deplored the rejection of the Jrish Tenants ; Compensation Bill by the House of Lords. He however trusted that the favorable harvest
prospects would alleviate the condition of the formers, and ho appealed to members to use their influence to preserve order in consequence of the rejection of the Bill. gation. Official confirmation has been received regarding the evacuation of Cabul. General Roberts marches to morrow, and the other British troops are withdrawn from Gundamuk. ,
In the House of Commons, the Chief Secretary for Ireland, stated in answer to a question,' that it was not expected any disorder would take place consequent on the removal of troops from Ireland, as other regiments would be sent to occupy those districts where agrarian outrages had been dommitted, in order to replace the draft for India.
Lord Claude Hamilton has defeated Mr Samuel Plimsoll for Liverpool in the election for the scat in Parliament.
Satisfactory accounts are received respecting the harvest prospects in Ireland. A number of persons {implicated in Nihilist outrages in Russia, having taken re fuge in Rouniatiia, the {Russian Government have addressed a demand to Prince Charles for surrender of the' fugitives, but he refuses to surrender any fugitives who have sought shelter in his toititory, and who are charged with crimes of a political character only.
The death is announced of Vice Admiral Rowley Lambert, C.8., who was formerly Commodore on the Australian station.
Theg, a Chinese plenipotentiary, has arrived at St. Petersburg to reopen the Kuldja treaty. The Powers are still divided as to the best means of insuring the carrying out of the terms of the Berlin conference in regard to the rectification of the Greek frontier.
In anticipation of hostilities with Turkey the Greek Government are endeavoring to negotiate a loan ou the London Exchange and Paris Bourse in order to provide for the expenses of war.

Several masked men shot Mr Brook, the Crown Solicitor, amd has two sons, yesterday, at Kilkenny, The former is dying, and one of his'sons is in a precarious state. The->ther tsslightly wounded.
August 10th.
Sir Hercules Robinson will return to England before proceeding'to the Cape as Governor.
Mr Brock’s son died from the effects of a wound received in the attack made by the masked men at Kilkenny.
The Turkish Government have resolved upon negotiating direct with the Great Powers in regard to the rectification of the Greek frontier.
