June 10th. The total reserve in notes and bullion id the Bank of England is LI 0,025,000. Mr Gladstone, as Chancellor of the F.iccbeqner, proposes a retliictiori of the duty on wines and replacing the malt duty by a tax on beer. He further proposes to in crease spirit licenses, and to increase the income tax by 2d. The changes will show a surplus of L 350.000. June 11th. The increase 'which the Chancellor of tho Exchequer proposes to make" in the income tax will be a penny, and not two pence as first understood. The total quantity of wheat afloat for Great Britain is 1,300,000 quarters. June 12th'. In the House of Commons to-day, the Marquis of Hiirtingtori,;Secretary of State for India, in reply to a question, said that the exact date for the evacuation of Cabul by the British troops was not yet fixed.
As a result of the circular note which was sent by the British Government last month to the European Powers, specifying means lor tho solritlop of the Greek, Montenegrin, and Armenian questions, the Great Powers have now presented a collective note'to the Sultan, informing him that he will be held responsible for the delay that lias taken place with regard to the cession of territory to Montenegro, and for his failure to execute necessary reforms in Armenia. The note further states that the Great Powers will insist op the Strict execution of the treaty of Berlin by Turkey. Tho Sultan has not yet replied to the note. There is considerable agitation in Turkestan, and the RatSian s' are reported to 1 be marching into Kashgar. June loth A long and animated debate took placo' relative to M. Laueour, the new French' ambassador. Mr O'Donnell attacked his' antecedents ; and the Right Hon. Mr Gladstone moved tiiht he bo not heard. The motion was ultimately withdrawn.
