BRITISH AND FOREIGN. (From Exchanges.) Berlin’, April fith. Tlie Federal Council lias rejected Prince Biomack’s stamp duties, and in consequence of the action taken Prince Bismarck has resigned. It is however, probable that the Council will reconsider the resolutions. London’, April 7th. The election i-eturns, so far, show that the Liberals have gained 67 scats which were held in tlie last Parliament by Conservatives, live seats having been won since the sth inst. The Liberals are, however, being less successful iu the counties. Mr Parnell tlie Home-Ruler, who represented the County of Meath in the last House, has been elected for Cork. Tlie Liberals have now gained S3 seats, and, contrary to expectations, the country elections are going in favour of the Liberals. An opinion is gaining ground that the Ministry will resign before the meeting of Parliament. St. Petersburg, April 7tb. An Official denial has been given to the report which recently gained currency, to the effect that China hail shown open hostility towards Russia by despatching troops across the river Amoor, and that the latter had eommitte 1 acts of aggression towards the inhabitants of Kuldja. Bombay, April 7tb. Tlie reported death of Mahomed Jan, leader of the Afghan tribes at Ghuzui, is denied. London, April 7th. The Board of Trade returns of imports for the past month amount to 1.37,025,000, being an increase of L 9,157.500 as compared with last year. The exports for March reached a total of L 15,812,500, being an increase of L 2,087,500 as compared with March, 1579. April Sth. A Liberal demonstration took place today, at which Lord Ilartington made a speech. Ho denied tlie statements which had been made to tlie effect that the Liberal party was divided, and said it was more united than it had over been. The total reserves in notes and bullion in the Bank of England is 1.15,875,000. '1 ho wool market is strong. The .arrivals to dire fur the next auction amount to 280,000 bales. April 9th. The elections are now nearly concluded, ■and the Liberal gains amount to 87 scats. The total quantity of wheat afloat for Great Britain is 1,900,000 quarters. The new loan of L 2,000,000, which is to be raised for Queensland, has proved a brilliant success, having been subscribed thrice over. April 11 th. The Observer to-day states that the Marquis of Salisbury, Secretary of State for Foreign Affairs, is about to be raised to a dukedom. April 12th. In tlie elections now going on the Liberal gains amount to 109. The Times publishes a paragraph in which it states it as being probable that E rl Derby will be appointed Secretary of State for tbe Colonies. St. Petersburg, April 9ih. Notwithstanding that a denial is given to the aggression of the Chinese who arc reported to have crossed tbe Amoor River, orders have been given to despatch five more Russian cruisers to China, and the opinion is prevalent that in case of war being declared, Russia would proceed with naval operations, besides taking active measures to prosecute the war on laud. Prince Gortschaknff, Chancellor of the Empire, is seriously ill. Berlin, April Sth. The Emperor of Germany refuses to accept the resignation of Prince Bismarck, who consequently remains in office. The A mericans are building steamers on the Strathleven principle for the shipment of frozen meat to England, and vessels will also be fitted up for the conveyance of live cattle from America. Paris, April 13th. It is announced that a vessell convoying French exhibits to the Melbourne Exhibition will leave in May. ■ ■ London, April 13th. In view of the approaching resignation of the Ministry, Lord Lytton, Viceroy of India, has been raised to an earldom. The training-ship Atalauta, with 300 on

board, is reported missing. She left Bermurdas at the end of January, returning from a cruise. Great anxiety prevails regarding her safety. The Channel squadron has been ordered to search for the missing vessel. The health of the Empress of Russia since her return from Mamies has been in a declining state. The change of climate fai'ed to afford her the least relief. By the latest advices no hopes are entertained of her recovery. Much excitement has been occasioned throughout Ireland by the discovery of a diabolical plot to seriously injure, if not to murder, a candidate for Parliament. Mr Gray, who was contesting the seat for Carlow, had arranged to address a meeting at Born's or Bui risdrnne. Before the meeting had assembled it was discovered that a quantity of dynamite had been placed under tire platform, with the evident intention of blowing tbe candidate and his supporters into the air. fortunately a timely discovery frustrated the plot. The utmost indignation prevails at the attempted outrage, which is assigned to bitterness arising from political animosity.
