BRITISH AND FOREIGN. (From Exchanges.) London*, March ICth. News has been received from San Francisco that the fire which broke out on board tho steamship City of Sydnoy, while lying in dock, was speedily suppressed, ami that the vessel had sustained but little damage. cheered by the Liberals. The dissolution takes place on the 23rd inst. Earl Beaconsfield has addressed an important communication to the Lord-Lieu-tenant of Ireland (the Dukeotlvlarlborough), which has been published, and is regarded as a manifesto of the Government. In it the Premier treats chiefly of the relations between England and Ireland, and of the policy and tactics of the Home Rule party. He claims that the action of the Government has had the effect of defeating the anti-Irish agitation both in and out of Parliament. He lays stress on the promptitude with which the Government took steps to afford relief to the sufferers by the famine in Ireland, and insists that the interests of England and Ireland are iaseparably connected with each other; any disunion must be calamitous to both.. He expresses the hope that the leaders of both great parties will repudiate the vicious and absurd claims put forth by the Home Ilulcrs, against whom he would warn the people of Great Britain and Ireland, as being actuated by a desire to destroy the essential bond of unity that should exist between the component parts of a great nation like ours. The Premier also challenges the opinion of the country on the policy and administration of his Government. He holds that the presence, and perhaps ascendancy, of England in the great councils of Europe is essential to the preservation of peace, and this ascendancy, he points out can only be acquired by unity among her own people. The Ministry are sending complete educational exhibits to Melbourne, and also a delegate to study the school system. St. Petersburg, March 18th. The complete exclusion of Chinese from the United States is strongly recommended by the Committee. March 22nd. The University Boat race, rowed to-day, was won by the Oxford crew. Oxford has now won 19 times, Cambridge 17 times, and once there was a dead heat. The Morning Post, in a leading article in to-day's issue, on the subject of the general election and change of Ministry in Victoria, congratulates the Colony on the result of the former, and hails the advent of Mr 1 Service as a prelude to a return of prosperity in Victoria. Mr Parnell has reached Queenstown, Ireland, from America.
