BILLS BEFORE PARLIAMENT.
Tiie following clauses are included in the Bill intituled Au Act to amend “ The Land Act, 1577." 2. All Proclamations, Orders, warrants, or other instruments made prior to the coming into operation of the said Act, hv which respectively any land was opened for selection on deferred payments are hereby validated, and all lands declared open oil deferred payments under any such instrument shall bo deemed to have been declared open under the said Act. 3. Notwithstanding anything contained in the said Act, or in “ The Crown Lands Sale Act, 1577,” it is hereby declared as follows (1.) The Governor may from time to time lix the upset price at which any allotments of rural or suburban land 0)1011 for sale on deferred ii:ivm»nt may bo disposed ot, being not less in anv case than thirty shillings per acre for rural laud, and ninety shillings per acre for suburban land, and may increase the upset price of any allotments which he may consider to be of special value.
Triennial Parliaments’ B : ll provides That the present and every future House of Representatives shall, unless the General Assembly be sooner dissolved, continue for a period of three years to be comnuted from the day fixed for the return of the writs issued for choosing such House, and no longer. Tlie Qualification of Electors Bill provides thus every man of the age of twentyone years and upwards, who for six months has been possessed of a freehold of the value of 1.25 in the HI cetera! District, and every man who has resided one year in the Colony, and six months in any district, shall be entitled to be registered as an elector, and to vote at the Election of Members for such district. Miners’ Right Qualification to be in effect until Hie Electoral Rolls to be framed under this Bill shall he in force. The Licensing Acts Amendment has the following c'ansc : d All Hie provisions of the said Acts and of all Provincia 1 Aws which arc inconsistent will the provisions of this Act are hereby repeals 1, particularly the provisions re’.aii ng to the fees piyabni for Hocuses, 4. There shall be four classes of publicans’Licenses, namely,—(l.) “Town Incense,” memiing a license applied for within any city or borough incorporated under the Municipal Corporations Acts. (2) “ Conn try License,” meaning a’license applied for outside of any city or borough, and not being an Accommodation or Ferry license. (3.) “Accommodation license,” moaning a license applied for outside of any city or borough, and where the business to be done under such license shall principally consist of aecommoda ion to travellers. (4 ) “ Ferry license,” meaning a license applied for on the terms of keeping a ferry, or keeping in repair any roads or bridges adjacent to such house. 5 The foes payable for licenses shall be the following, namely : Wholesale license—Ton pounds. Bottle license—Twenty-live pounds. Packet license—Ten pounds. Town license—Twenty-five pounds. Country license—Twenty pounds. Accommodation license —Ten pounds. Ferry license -One pound. 0. House to be open from G. am. till 11 pm. on week-days, and trim I to2, and from Sro 0. p.m. on Sundays. The Commissioners, however, may grant an extension of time till 12 p.m. on working days on payment of an extra fee of LlO.
The Registration of Rlccors’ Rill provides.—That the Registration Officers shad compile lists of all names ho is satisfied hai the necessary (jinlilicat.ions, and sneii list shal, after emdi person his heco notified ,'i months be. the Roll. Fresh applications, if the Registration Officer is aatislied of their correctness, shall after the expiration of 15 days from the receipt thereof he added to the Roll. If the Registration Officer is not satisfied, the applicant shall ho summoned he tore a Resident Magistrate to prove his chaim, and the Resi lent Magistrate sha'l on the evidence decile that toe applicant’s came shall or shall not he inserted on the rell. The roll so formed, ad 'ed to and altered from time to time shall fw the time being ho the roll, and at the expiration of four months shall he printed, and shall ho re-printed again every twelve months, or whenever one hundred additional applications are made
