A reply has been received by the Sultan from the Ameer of Afghanistan, couched in unfriendly terms. Consequently the present aspect of affairs is unchanged. The first Lord of the Admiralty and the Secretary of State for War have started for Cyprus. October 23. Large bodies of Russian troops are landing at Bourgas. Admiral Hornby is at Cyprus. On the return of the Aset,he moves to Ismad. Tlie Bulgarian Committee appointed to select a candidate for the throne, have chosen General Ignaticff. Everything indicates that Eussia is resolved to act towards Ron>melia regardless of the Berlin treaty. The Directors, Manager, and Secretary of the Glasgow Bank have been remanded on a charge of falsifying the books, preparing fraudulent balance sheets and statements, and concealing the true liability of shareholders. James Morton, Glasgow, has failed. The total liabilities are reported to be two and a half millions. October 24. Morton’s liabilities are chiefly owing to the City of Glasgow Bank. Sir Michael Hicks Beach and Sir Stafford Northcote say that it cannot he taken for granted that Em ope is safe from the revival of war, seeing the obstructions offered to the execution of the provisions of the Treaty of Berlin. Matthew, Buchanan and Co., of Glasgow, have failed. Liabilities, a million and a quarter. The Social Science Congress has been opened at Cheltenham. The Rothschilds lend Egypt six millions sterling on the security of Daira (estates surrendered by the Khedive to be treated as national domain). The Porte grants a concession towards tbo construction of a railway through Asia Minor. There is an insurrection in Bulgaria against the organisation of Last Pioumelia, and a rising of the inhabitants in several localities. The disaffection is spreading, and severe fighting is going on.
