THE NEW LICENSING BILL.

The following are the principal leading features in the new Licensing Bill, dealing with adulteration :—For the first offence a fine not exceeding LSO and costs ; for the second offence imprisonment with hard labor, not exceeding six months. Any one knowingly selling adulterated liquor, for the first offence a fine of L2O, or imprisonment for one month ; for tho second and subsequent offences a fine of LIOO, or three months' imprisonment, and tho affender to he declared a disqualified person for not less than two or more than ten years. Where a person convicted is licensed ho is to he liable to forfeit his license, and his premises are liable also to be declared disqualified for not less than two or more than five years. Where a licensed person is convicted under tho Act, and his license not forfeited, tho police shall cause a placard stating snob conviction to be affixed to the premises, to remain two weeks, and a penalty of 40s a day ; on second aud subsequent convictions the justices are to publish the offender’s name, at the offender’s expense, in the' newspapers. Any person keeping a billiard or bagatelle table without a license is to be fined for the first offence not less than L 5 or more than LlO ; and for tho second not less than H0 nor more than LSO. Inspectors of licensed premises and of liquor are to be appointed.
