Beneath the rule of men entirely just the ten is micjhtxeu than the sword.
The subject referred to by Mr Bastings at the last meeting of the Waste Lands Board, that of advertising the sale oi lease of Crown lands, is one that affects tho Government and the people alike. We hope now that it will bo well ventilated, and that the result will be a greater convenience to the public and a concomitant benefit to tho State. Before Mr Bastings told the Board that the present system was saving at tho spiggot and losing at the bung-hole, the same thing had been told time after time ; that, however, does not lessen the fact, which is undeniable. The system, as adopted, is not alone faulty, but is mischievous, as it creates the unhealthy feeling that the information is given, not so ranch for would-be settlers as for speculators and jobbers. The question as to what private individuals do or do not is not to the purpose, they have a right to do as theyplea.se; but the Waste Lauds Board has no. such discretion. As conservators of the, public estate, their duty is simply to get the best possible price and the best possible class of settlers, and to effect this every publicity must be given.
