The French and Austrian Press emloise strongly the English circular. Lord Sandou becomes President of the Board of Trade, Lord Adderley receiving the peerage. The Karl of Leitrim, a cab-driver, and a clerk, were all three shot dead to-day near Milford, Co., Donegal. The crime was doubtless agrarian, No arrests have been made. The Marquis of Salisbury’s note addressed to the Great Powers has caused Russia to order her army to prepare for war. April 4. The situation is uncertain. The English Press has a sumed a warlike tone, and warmly applauds the Marquis of Salisbury’s circular. Austria has replied with equal decision. The Russian Press indicates that Russia is hesitating. _ The Budget shows an expenditure of eighty-one millions, leaving an ordinary deticit or half a million, and an extraordinary one of five millions three hundred thousand, whereof two millions is to be left over till next year. It is proposed to increase the income tax by twopence, the duty on tobacco fourpeuoo, and.-the dog tax half-a-crown. Official despatches show that Russia is treating with' Rouuiania, and has imperiously refused to discuss the Congress question with regard to Bessarabia. Germany refuses to enter the European Peace Congress without England. St. Petersburg!!, April 4. It is semi-ollieially stated that England merely proffers objections, but if she made definite proposals Russia would endeavor to make them the basis of an agreement. Prince Charles of Eomuania has informed Gortschakolf that the Roumanian army may he crushed, but never disarmed. Constantinople, April C. The Russian forces have received orders to embark from Bojukdere. London, April 0. The British Ambassador at St. Petersburg reports that if. the cession of Bessarabia is resisted Russia will take steps to forcibly disarm the Roumanian army. April 7. The ironclad Triumph has reinforced the Pacific Squadron, and . the Penelope has been ordered to the Mediteraneau. Kaffir news is disquieting. Fighting at the Cape has been renewed, and the news is described as serious, though details are wanting. Telegrams from the Continent indicate no signs of Russia yielding. There is increasing irritation in Roumania against Russia. Singapore, April S. The Russian troops will ro-oceupy Bojnkdere. Russia will negotiate a loan. The Russian Press says that Russia’s dignity forbids compliance with England s demands.
