CHARITABLE INSTITUTIONS BILL.
—o— This measure provides for the incorporation and management of institutions for the cure of disease, or for tho relief of diseased, aged, incurable, or destitute persons, or for teaching orphans or neglected children and training them in industrial pursuits, and supported in whole or in part by voluntary contributions of not less than fifty persons, •each of whom shall have paid not less than one pound per annum, or ton pounds in one donation. Donors of ten pounds to be life governors. Every such institution to be governed by a committee of management of nine membeis, who arm to be elected by the contributors. The managers to elect from their number a president, vice president, and treasurer, and from time to time, as necessity may require, make bye-laws for the regulation of their own proceedings and for tbo proper management of the institution, and elect fit persons to be officers, servants, and teachers. Tho Governor to appoint inspectors who, frolu time to time, shall inspect all institutions incorporated under the Act, and report on their condition and fitness for the purpose for which they are used. The Governor may contribute towards the rebuilding, extension, or Tepair of any such institution. There shall he issued and paid to each institution out of the consolidated funds during each financial year a sum equal to the sum raised'by the managers of such institution by subscriptions, receipts, or donations. The maximum sum to be so paid not to exceed a payment at the rate of per week for each of the inmates of such institution, and at the rate of per week fur each person in receipt of outdoor relief from such institution. Tho accounts are to be audited by a Government auditor. The near relatives of any person maintained in, or who is in the receipt of outdoor relief, who has not sufficient means to pay for his own maintenance, or for the medical or outdoor relief -received therefrom, shall, if of sufficient ability, contribute to the maintenance of such person therein, or to defray the expenses incurred in behalf of the outdoor relief ot such person a sum not exceed. ing 10s per week, aStA the managers may enforce such payment in the manner provided and laid down in schedules. The Bill also deals with the conducting and management of schools for orphans and destitute children.
