(Per Scbmarine Cabee.) London, April 12. Turkey declines to adhere to the Protocol War is regarded as inevitable. Turkey's despatch to the Powers specially rejects the addition made by Count SchouvaJoff to the Protocol, and repels interference with her internal affairs, and only consents to send an envoy to discuss the propriety of disarming provided Russia disarms. The Tuskish Chamber rejects the demands of Montenegro. The Golos, a Russian journal, states that the Russian army will make an advance if negotiations between Turkey and Montenegro are not resumed. Prince Bismark’s leave of absence has been extended to August, till which time his place will he filled by Baron Camhausen De Bulow becomes Vice-President, and Koffraan, Secretary of State, April 14. The Earl of Derby, in the House of Lords last night, expressed his regret that the circular just issued by the Porte was against peace. Lord Harrington, in moving for the production of additional papers, asked how the Government reconciled the protocol with the integrity and independence of Turkey; The Hon. Gathorne Hardy, Secretary for War, in refusing the production of the papers, said England s last word was in favor of peace, and strong objections were uttered against was being made with Turkey. England had signed the protocol to afford Russia a chance to disarm. The motion of Lord Harrington was withdrawn. Montenegro’s demands have been finally rejected by the Porte and hostilities renewed. The Russians are advancing on Jassy. All Russian reserves on furlough have been ordeied to rejoin their regiments. A declaration of war by Russia is considered to be imminent. The reserve of the Roumanian permanent army has been called out. There was a war panic during the week on the Stock Exchange. Consols fell onehalf per cent., and are now at 96. Russian stock fell 5 per cent., and Turkish 1 per cent. Money is easy ; minimum rate of discount unchanged Australian securities unchanged. April 15. Earl Derby has informed Turkey that he fails to see what further steps England can take to avert war. Abdul Rabin a Pasha has started for Staraboul as Persia claims Bagdad. A lad of fourteen, charged with robbery, had just been discharged in consequence of the non-appearance of the prosecutor, and was leaving the Court when he was seized by two women, each of whom claimed him as her child. One of the women Very justly remarked that; the boy could not have two mothers, but as the reply of her rival was drowned by “ laughter in court,” and as both went off with the child, we are unable to say iu what manner the difficulty was solved. - - —•
