(from a* correspondent.) Wellington, Aug. 28th. The Water Pollution and Clyde Waterworks Bills were thrown out in the Upper House this afternoon. If the Bills had been in other hands than Shepherd’s they would have been carried. He is continually making himself offensive to members, which acts detrimentally to anything he brings forward. It is very difficult to get the House to support anything he proposes. Wien addressing the House on Tuesday night, almost every member rose and walked out. The Government had some trouble in keeping a quorum while he was speaking ; the bell had to ba rung several times to[ make a House. Assembly prorogues to-mr-row.
