The New Zealand Herald speaks thus strongly of the class of emigrants sent out to the Colony by Mis Howard. It says:— * We trust that in cost has been spared in telegraphing to the A gent General to stop the shipment of all emigrants drawn from reformatories and work-houses, two of the worst places where emigrants for a morally healthy colony like New Zealand could he drawn from.
