GENERAL ENGLISH SUMMARY. The Queen is recovering, and has been but, but is still indisposed. Walter Montgommery was married on Augu t 20, to an American lady. He committed suicide on September 2. There is no reason assigned for the same. It is rumored that the Marquis of Lome will he appointed Governor - General of India. The famine is now over, but very great distress still prevails. A monster demonstration was held in the Phoenix Park, Dublin, at which ten thousand persons were present. The deputation from France to thank the people of England aid Ireland for aid during the war was enthusiastically received throughout all parts of the kingdom. The Filloned (?) yacht was capsized near Malta eleven people were drowned. France, Sept. 10. In the Assembly the vote to employ Thiers’s Government was carried by five huiidrdl and twenty three against thirty four, one hundred members declining to vote. M. Thiers congratulated by European powers and the Rope. Ferra and two Communists have been sentenced to death ; one has been impr soned for life, and four transported. The Assembly are considering the pronesition of sending the Communists to Magdaline Bay. A proposal has been made by some French speculators to settle them in Mexico, which has been referred to a Committee of the Assembly. It has been determined to disband the National guards gradually. It is reporter that since the annexation of Sirasburg to Germany, tbit twentythree thousand of the inhabitants have migrated from French ports to America. The third instalment of the war indemnity has been paid. A commission has been appointed to investigate the capitulations in the late war, c immencing with Sedan. Bazaine says he was compelled to surrender because his ammunition was finished. LATEST NEWS, The latest news from Algeira reports that the insurrection is subdued Duke D’Aumale son of Louis Phillips has been appointed Governor General of Algiers by M. Thiers, The number of deaths in Paris in one week was nine hundred and forty three. Typhoid fever is becoming an epidemic. The evacuation by the Gormans is to he completed by October 1. Germany. A treaty of alliance, defensive and offence, with Italy and Prussia has been signed. Cholera prevails in several German Provinces. In one village in East Prussia, nut of a population of four hundred and seventy

nine, eighty nine cases occurred, forty-six of which terminated fatally. The anniversary of the surrender of Sedan was celebrated throughout Germany by festivities of d patriotic character. The North German Bishops have commenced a secret conference to consider the dogma of infallibility. Count Arma, the Catholic representative of Bavaria to Rome, being favorable to infallibility is withdrawn, and Dollinger is appointed. The Emperors of Germany and Austria have again met at Salsburg, and went to Munich to see the King of Bavaria. The meeting was of a friendly character. Spain. King Amadeus has been taking a tour through the Spanish provinces. He has become very popular. The Carlists threaten further hostilities, Five columns of troops have been despatched against them. A Loan of 150,000 pistoles (?) tailed for. Tenders at once sent in exceeding 748,000,000 pistoles (?). The Empress Eugenie is expected on a two months visit to Spain. ItAUY. Violent demonstrations have taken place in the streets of Rome. Drunken crowds rushed through the city, shouting against the priests. The soldiers dispersed them. Napoleonism is spreading. The Alferi Society threaten to bum down the Vatican. Precautions have been taken against crime, and, should anarchy increase, the residence of the Pope will be protected by the flags of foreign ambassadors. A Contere"ce was held at Gasmen between Austria and Prussia. Important principles of policy agreed on ; including measures for the maintenance of peace. In consequence of this measure Russia is making vast preparations for war. AUSTC'A. Serious fire at Trieste occasioned by explosion of petroleum ; causing great damage. The conference settled the Roumanian difficulty satisfactorily. Fearful misery prevails in the South of Hungary, iu consequence of the flooding of extensive tracts of land. Turkey. —AH Pasha, Grand Vizier, is dead, and Mahomed Pasha has been appointed his successor. At Tabrez two hundred and fo-cy-nine deaths have occurred from cholera, the average number being about twenty per day. Christians and Mussulmen are encamped in the mountains. Business is stopped and the army has been disbanded. Dreadful storms and inundations have occurred. Russia —Prince Gortschrkoff reported to the Czar, in reference to the interview of delegates of the Evangelican Alliance, that compliance with some of M. Thiers’s requests would involve the abrogation of the laws of the Empire. No foreign intervention would be permitted. Choloia raging in all theprincipal districts. At Kiev one hundred and fifty deaths are reported daily. Grand demonstrations of the Slavonic race was held in Poland, in commemoration of the anniversary of the dismemberment of the kingdom. The Russian authorities regarded the celebration with suspicion, as evidence of an intended outbreak. k merica. — Another revolution has broken out in Mexico, headed by Diaz (?). Several American vessels have been seized by the Mexicans. The island of St. Thomas has been visi ted by a hurricane. Six-thousand houses destroyed, and six-hundred persons killed. Great five at St. Domingo almost the whole of the Puerta Plata destroyed. Loss 80,000 dollars. The President and Superintendent of the Staten Island Ferry Company have been committed for manslaughter, inconsequence of the explosion already, announced. LATEST. London, September 14. Thirty-five thousand colliers and iron workers in Monmouthshire threaten to strike, unless ten per cent advance on wages is granted. The abscess of the Queen was opened on the 4th of September. It is now healing satisfactorily. It is being decided at Salsburg to suppress the international society, and the Schleswig question.)?)
