The twenty-seventh Session of the Otago Provincial Council was opeuced on Tuesday last, the 2fith nit., by his Honor the Superintendent, but as I am of opinion that a full report is not only unnecessary, but would also occupy too much of your space, 1 merely send you a condensed summary of the proceedings. The Speaker having taker his seat, and ihe Clerk having read the proclamation, the bnsincs commenced by his Honor the -Superintendent delivering the address, which was listened to with marked attention. The address was ordered to he printed. Several notices r, f motion were given and the departmental and other reports were laid on the table. The Provincial Solicitor brought up a number of Bills, which were read a first time, and ordered to be printed® and the House then adjourned. Wednesday, April 27. _ The Harbor master s report on Martin’s Bay was laid on the table. Mr. M ouat moved that an address he presented to his Honor, recommending that section 1 block ix, Queenstown, be set apart for a site for an engine-house. After considerable argument it was carried. The following Committees were appointed: —Printing, ileference, Private Petitions ; ,aud it was carried on division that a member presenting a private petition be an ex officio member of the Private Petitions C immittce. A copy of the ajreeme it made between the Superintendent and Messrs. Prou 'foot and Chaplain, with regard to the construction of the Port Chalmers Hallway, together with correspondence thereon, were laid on the table. Mr. Haughton, tabled the following notices of motion :—The desirability of altering the franchise and registration of manhood suffrage ; also, the reduction in the Export duty. Mr. Mosley table I a notice of motion, That the Superintendent be requested to recommend the General Assembly to levy a duty on grain And flour imported into the Colony. Thursday, April 23. -Mr.Haughton asked whether the Government had it under consideration to extend the boundaries of the V/akatip Goldfield, so as to throw open for agricultural settlement lands in the valleys of the Dart and Routehurn. Mr. Reid said it was not necessary to extend the boundary to include those districis. A survey was now being made, and, if found necessary, a block would he set aside under the leasing regulations. Mr. Mouat moved. That an address be presented to his Honor the Superintendent, "recommending that one acre and sixteen poles of land, situate on the east side of the Clutha, at Cromwell, be set apart as a bridge, site. The motion was seconded by Mr. Reid, and carried. Mr. Main presented a petition from the licensed victuallers, praying for the abolition of the bottle license. The petition f was received. Captain M’Kenzie rose to a question of privilege, on the subject of the Provincial “Hansard.” He remarked that one of his speeches was not accurately reported, and that though he received proof-slips, and had corrected them, the alterations were not made. The speaker replied that the speeches wore as correct as it was possible to make them, and that the corrections appeared at the end of the book. The Licensing Ordinance Amendment Bill was read a second time and referred to a Committee. Mr. Shepherd moved for a return showing th e names of the lessees of all runs, and the increase or decrease of stock depastured on them. Mr. Haughton moved for a return of the flames of all Goldfields officers, their duties salaries, &c. The He use adjturr.cd till Monday.
