That all disputes, claims, and objections arising oat of the racing shall be decided by the stewards, or whom they may appoint. Their decision upon all points connect d with the carrying out of the programme shall he final. No person sh ill be allowed to enter or run a hor.-e for any race in this programme. Post entry races excepted, unless the latter be qualified as the bona-fide property of a subscrib tof not less than 31.35. to tinrace fund.
