The “ Times ” opposed i tervention respecting the affair of Afghanistan. The Ministerial crisis in Portugal is over. A new ministry has been formed Telegrams from Now York state that Congress has passed a vote, thank ing Mr Staunton, and ennsuri' g the President for removing him : and also ordering the Committee of Foreign Affairs to take immediate action as to the maltreatment of American citizens in Ireland.
