The past Session of the Provincial Conn- i cil iiiLs doubtless been one of the most < eventful in the history of Otago, and had r it not been for the unhappy difficulty re- \ specting the refusal Governor of [ the "delegated powers" tlierc would have been nothing of which the country could s complain, The Council was composed for the greater part of entirely new men, and with very few exceptions were well chosen, : and represented the average intelligence

The goldfields Provincial Management" Ordinance, and the Warden's Courts Extended Jurisdiction Ordinance'may be ; considered the only dead letters of t£ie session; for although passing them, the Council deem ed it unexpedient to put them into force, except under peculiar circumstances—this view is endorsed by His Honor the Superwho rightly considers it unwise to interfere with the established adminis-1 tration of justice The very liberal votes for roads hi the Goldfields, and the evident desire to afford every facility for settling the.peop!c~upoD the ] lands, must I e regarded with satisfaction ; every one is perfectly aware of the necessity of a population being permanently located upon the soil, and advantage being taken of the two great elements of prosperity—localised production and consumption. The difficulty that has so long existed about obtaining land for settlement n the neighborh sod of t'.e Te\ io',isto be s ttis!ae'orily arranged between the Government and the Squatters, and what with the intended road down the west-bank of the Molyneux, I >elow Alexandra—an extensive profitable field of enterprise will be open to the industrious of this district. The only dark spot calculated to mar our prosperity is the unfortunate difficulty arising out of the " delegated powers" business—this, will in all probabi ity be -brought to a close-soon after the meeting of the General Assembly two form'! of Government cannot exist in so small a community as that of Otagoj and a large extension of Municipal selfgovermeut or the delegai tion of the powers are' "the only : 't'wii al- ! tcrnatives.
