Each Tender must be accompanied by a written security, in a form which may be obtained at any Post Office, within the Province, for a sum equal to five per cent. on the amount of the Tender, and to "be enclosed with the Tender, binding the Tenderer to take up the Service Tendered for, and sign the necessary Contract Bond if His Tender is accepted.
