Gentlemen, — f HAVING been solicited by many friends, . electors of the district. ; to allow myself to be placed in nomination for a seat in the House of Representatives for your district, and having been nominated, I briefly lay my politico} opinions before you' and solicit your v<Hes at the day of the poll. I have ever maintained thit no tax should be imposed that affects tile progress of the industrious portion of the community and am therefore an advocate for the present reduction and final abolition of the export duty on gold. In the event of this duty still being continued 1 shall, even against my own convictions, advocate an export duty being placed on, wool. I shall advocate some real responsibility for the administration of the Goldfields and not a sham, as we have been used to, so that we may be able to know who to blame, and who to praise, individually. I am in favor of a revision of the present unjust tariff, that falls so heavily upon the poorer classes, and especially upon the mining community, I am in favor of extending to the outlying districts the privilege of local selfgovernment, and further, to extend to them the right to receive a portion of the revenue raised in their respective districts. In respect to the Land Resolutions.— I shall strongly urge a system of bona fide settlement, and not a sale of the public estate for purposes only of revenue. The system introduced on the Goldfields of leasing first, with a pre-emptive right of purchase upon conditions of improvement shall receive my warmest support. The area of ground to individuals I think might safely be extended from SO to IGO acres, at a rental of 2s. per acre. I shall also advocate an acreage tax t > be charged to the pastoral tenants, instead of the assessment system, as recommended by the Provincial Council. The first is a legitimate mode of taxation—the second measures a burden by success, industry and indolence; and it is, theoretically, a tax on industry. At least £BO,OOO to .£IOO.OOO per annum could be got from tax, without any difficulty or expense of collection.

I shall urge the cancelling at once of the 28th section of the Goldfields Amendment Act, ISGS, and the substitution of a clause that will give to the Government the right to cancel any portion of a squatter's rim that may be required for public purposes, and giving compensation for the same. I shall carefully look over the wants of Otago in respect of postal service, and especially to the ocean service in con nexion with the Panama steam service. I am not an advocate for the Separation of the two islands. It is practically impossible, But I shall strongly oppose any measure that would deprive this Province of any portion of its revenue to be ex pended in the Northern Island, or for the support of any other province. lam therefore financially a Separationist, and in that sense only. I shall meet the electors before the day of poll, when I will bs able to make known my views more fully than by a written address. I am, &c, JAMES BENN BEADSIIAW.
