It must be superscribed with the name of the writer, his description or class in the vessel or reeiment, and s ; gned by the officer ht the timoin command. 3. The postage must be pre-paid. Every 'fitter of this description posted orreeeivec in this colony, not in accordance with the foregoing regulations, will he treated as an ordinary letter. The postage upon these letters must inallcasei be paid in advance. Free Letters.
