It must be superscribed with the name of the writer, his description or class in the vessel or reeiment, and s ; gned by the officer ht the timoin command. 3. The postage must be pre-paid. Every 'fitter of this description posted orreeeivec in this colony, not in accordance with the foregoing regulations, will he treated as an ordinary letter.
