December 12. Parliament was prorogued this afternoon by His Excellency the Governor, avlio in the course of his speech on tho occasion, remarked that the session had been distinguished by the magnitude and fruitfulness of the labors undertaken. He congratulated the members upon tho unanimity displayed in passing the various resolutions relating to federation and annexation. The representations which had been made to the Imperial Government had only been partially successful. A satisfactory protectorate had, however, been established over tho southern portion of New Guinea, and he hoped this step Avas only the precursor of a more extended jurisdiction in the AA r estern Pacific. His advisers Avould continue to earnestly Avatch tbe effect of the French recidiviste movement, and iv case of necessity Avould tako such further steps as might be found necessary. It Avas encouraging to observe that the Imperial Government had promised to legislate for the establishment of an Australasian Federal Council. Reference Avas also mado to tho Land and RailAvay Bills, and in conclusion His Excellency declared that the prosperity of tho colony had been maintained and augmented during tho past year.
