The Council met at 2.30 p.m. The Colonial Secretary moved a series of resolutions on Federation . and Annexation at present before the House v The debate on them was adjourned till next day. , . Mr Hart moved, that in the opinion of this Council the course pursued by the Local Bills Committee on tho Napier Harbor Board Bill should not bo drawn into precedent was not carried. Tho Life Assurance Polices Bill was read a second time. Mr Reynolds moved the second reading of the Beetroot Sugar Bill, and. after discussion the debate was adjourned till next day. The Consolidated Stock Bill was read a first time.

The Wcstland Education District Subdivision Bill was read a second,time.

The West Coast Settlement Reserves Act Amendment Bill was read a second time, and referred to a Select Committee.

The Life Assurance Policies Bill, in Committee, 31 clauses passed without comment, and on clause 32 the ■ Colonial Secretary moved that progress be reported and leave obtained to sit aguin was carried. He explained that the reason for stopping the bill was to ascertain the effect of the clause on Acts repealed by an Act already passed. The Hokitika Steam Tug Bill was agreed to with amendments, read a third time and

passed. ■ . In the Land Amendment Bill several further amendments were made and the bill reported. • Tho Property Tax. and N.Z. Loan Bill were received from the Lower House and read a first time.
