The Council met at 2.30 p.m. Mr. Baniicoat moved the second reading of the School Committees Election Bill. Dr. Pollen moved that the bill bo read a Becond time six months hence. After a short debate the second reading ■was negatived by 22 to 7The bill was then ordered to be read a second time that day Mix months. The False Notice of Births, Marriages, and Deaths Bill,tho Bankruptcy Act Amendment Bill, and the Police OJfen jes Bill were read a second time. The West Harbor Empowering Bill was read a third time and passed. Mr. Richmond moved the second reading of the Municipal Corporations Act Amendment Bill. Mr. Waterhouse moved as an amendment that any bill amending the Municipal Corporations Act should be introduced, on the responsibility of the Government. : _ . The amendment was carried on the voices. V The New Zealand Government Insurance Association Bill was considered in commitG At 5 o'clock the Council adjourned. The Council resumed at 7.30 in cornGovernment Insurance Bill. Clause 22, the Colonial Treasurer to be the chairman. . , . Mr Waterhouse moved to amend this clause in the direction of providing that the Governor should appoint the chairman ot the proposed Board. After some discussion the amendment was withdrawn. Clause 38, what contracts the Board may enter into. Mr M'Lean moved to strike out the con-, eluding' words ot'" the clause giving , the Board power to enter into contracts for the insurance of sums to - be payable in the event of personal disablement, injury or death resulting from accident only. The amendment was carried by 15 to 11. Mr Oliver moved a further amendment as
follows:—
" That nothing in this Act con-
tamed shall be deemed to authorise the . Board to carry on the business of life inVgurance outside the colony of New Zealand." The amendment was agreed to. --Thebill was-then reported with amendments. ■ Anew clause : wa3,added to the GroyBHWth Harbor Billproviding thai sp soon as £100,000 had been expended on .the harbor out of public moneys a special rate of 3d per ton for every ton of coal shipped
for the purpose of being applied; for repayment of moneys borrowed-under .this act »nd interest thereon. * The bill was agreed to with amendments. The Westport Harbor Bill wae^considered in committee and a clause' inserted the same as that in the Greymouth Harbor Bill, with the exception that, the .amount to be expended was £250,000. ■■~:■.■ The Bill was reported.
