LEGISLATIVE COUNCIL.

Monday,

The Council met at 2.30 p.m. Yesterday afternoon the Trustees Executors Agency Company Act Amendment Bill was read a third time and passed. The Council went into Committee .on the East and West Coast Railway Bill. In clause 4 authority to construct railways. Mr Richmond moved that the words by " Arthur's Pass Route " be struck out. Agreed to, and the words "by such route as Governor in Council shall determine substituted. On clause 5 the Governor may contract to take over and work the railway in consideration of receiving percentage of proceeds. ■ ■ , Mr Waterhouse moved that the clause be expunged, a division was called for that the clause stand part of tho bill, ayes 10, noes 23, clause struck out. Clause 6 that the Governor and company may have running powers over each other s lines, the words "provided no such agreement for a period more than a year " was inserted on a motion by Mr Waterhouse. The Council resumed at 7.30. The committee agreed to the East and West Coast Railway Bill with a few verbal amendments, tho bill was then reported and ordered to be recommitted. The Destitute Persons Act Amendment Bill, was read a first time. The second reading of the following bills was postponed till the following day, viz., the Greymouth Harbor Bill, Westport Harbor Bill, and Government Insurance Association Bill. The second readings of tho Drainage oi Mines Bill and Public Works Amendment Bill were agreed to. ,-rr,-. The Fisheries Conservation Bill and Waikato Confiscated Land Bill were considered in committee and agreed to, read a third time and passpd. . The Supreme Court Registration Court Registrar (Taranaki) was agreed to in committee and the third reading set down for the following day. The Council adjourned at 8.20 p.m.
