(From oue Special Correspondent.) Wellington, This day. _ Sir Julius Vogel's Beetroot Sugar Bill has been circulated. Clause 2 provides for the payment of a bonus of -J-d per pound to the manufacturer of the first 1000 tons of sugar produced from beetroot or sorghum grown in the colony ; clause 3, states that tho excise duty shall be always |- per pound less than the import duty, and under clause 4, if tho import duty is reduced or removed, a bonus at the rate already specified shall be paid. The Codlin Moth Bill has como down from the Legislative Council and has been printed ; clause 3, provides that the owner of any unoccupied orchard shall be deemed to be the occupier ; under clause 4, any district may be proclaimed a clean or unclean district on a petition of five occupiers of orchards to the borough or county council; under clause '5, every occupier of an orchard in an unclean '. district shall pay a contribution of $d for each tree; under clause 10 the borough or county council may appoint inspectors to carry out the Act; under clause 13 any inspector who violates the act or neglects to enforce it is liable to a penalty of £10. Sir Julius Vogel is a little better in health. It is now rumored that tho business of Parliament will close this week and the Houses be prorogued next week.
