NAPIER BOROUGH COUNCIL.
The Council mot last evening-. Present: His "Worship the Mayor (in the"chair), Crs. Faulknor, Oornford, Margoliouth, Cotton, Graham, ."Robjohns, Ncal, and Loo. Cr. Cotton moved " That Mr Ormond be requested to get a clause inserted in the Municipal Corporation Act Amendment Act now before Parliament, with the view of amending clause 2-1 of the Municipal Corporation Act Amendment Act, IS7S, so that private streets laid out abutting on a .street of less width than 40 feet shall bo of not less width than such streets," It seemed to him adsurd that the by-roads should be wider than the main trunk roads.
Cr Margolionth seconded the motion pro forma. He tlioug-ht the amending bill had already passed its'third reading. It was too late iv the day to carry such a motion, as other boroughs would have to be consulted in the matter.
Cr. Corni'ord did not think the House would pay much attention to the request of a single borough, besides the Assembly would not be prepared to perpetuate narrow streets. Tho motion was lost. CORRESPONDENCE. From Department of Justice, asking for a return showing the amount of fees paid upon tho issue of tho several licenses specified in clause 29 of tho Licensing Act 1881 ; during the years ended the 30th June, 18S2, 30th June, 18S3, and 30th June, 1881.—Information had been furnished. From David King, stating he had tested tho pumping capacity of tho_ engine on several occasions since last meeting, both on high and low reservoirs, and taking the mean tho results were, engine making 75 revolutions per minute tho discharge was 15,000 gallons per hour into low resevoir; and with engine averaging 70 revolutions per minute 12,000 gallons per hour into high reservoir.—Received by Public Woi'ks Committee.
From Sainsbury and Logan, with reference to tho propriety of the Corporation selling the sections in respect of which judgment for tho rate.? due thereon had been given, they thought tho Corporation should resort to tho powers of sale given to them, if for no other purpose than to recover the outlay incurred for Court fees and expenses of advertising.—Action to be taken. From Wilson and Cotterill, on behalf of Mr Robjohns, fowarding a proposal to purchase one-half of Stamford street for £150, and to exchange for tho other half portion of section oo L 50 links wide, so as to give the Government tho access to tho railway from Wollcsley road, -which it is stilted they may require iv the future. Should -10 links not bo considered wide enough Mr Robjohns would add 20 links more—Cr. Con'iford said tho proposal could not bo accepted, as the Government was only prepared to givo Mr Robjohns the portion on which his property encroached, which did not amount to fifty links.—The letter was referred to Public Works Committee. KOAD OVEBSEEk's EEPOKT. The following , report from tho road overseer was read : — Dickens street. —With reference to the letter herewith attached requesting that tho footpaths in this street be tarred, &c, I beg to state that the improvement of these pathways is an authorised work, and is now in course of progress. With reference to the regularity in tho "sweeping of the channels," I may state that all the staff (with the exception of two) is employed on this work every Saturday, and commence ■work in summer at 5 o'clock in the morning, and in winter at 0 o'clock, the teams one hour later. Priority is given to Hastings street, then Emerson and Tennyson streets, Dickons street being last. lam unable to recommend any alteration in this respect.
Park Road. —This road is in formation merely olay, so that vehicle unci font iraflie can only bo carried on at considerable inconvenience, especially in wet weather. The cost of improvements—viz., widening the road, improving the grade, and coating with rubble throughout (M chains) would, I estimate, bo about £30. There is a short piece of road (200 feet) from the hospital ""ate to Park road not yet dedicated to the public. This piece might be improved at very little cost, ho as to meet all requirements until such times as its dedication is effected. Lucknow Terrace Koad.—l have had an interview with Mr Hood re this piece of road. I would respectfully suggest, that tho short footway in question be improved by the construction of steps with a handrail fence, so as to prevent cattle from padsiii" , up and down. The cost will be about Water-works.— I Hud the height from level of pump at pumping station to discharge pipe, new reservoir, to be o£S2 feet. PUBLIC WORKS COMJIITTEK's KKI'OBT. The following report from the Public Works Committee avus read : — Your committee having met pursuant to notice beg to recommend the Council as follows :— 1. That with reference to the letter of Messrs M'Ewiin and Co., on the subject of the-waterworks engine, etc., the committee liavo nothing , to recommend. 2. That the overseer's report reLucloicrwterrace be adopted and authorised. o. That the Duncdin City Council be notified that this Council declines to take any action with reference to tho Fire Brigades Bill forwarded by them. 4. That the overseer's report re Mr Scarfe's letter on tarring Dickens-street, etc., be adopted and authorised.
b. That £5 be authorised for repairs on Park-road.
G. That Mr Harkcr be informed that as the Council have no pipes on hand his reqil'jst for a water .supply cannot be granted. 7. That the vouchers herewith forwarded, £30 Cs Od, be passed and ordered to be paid. The first .six clauses were passed without discussion. COMMITTEES. The Finance Committee was appointed as follows. —Crs. Graham, Neal, and Margoliouth. Crs. Neal and Margoliouth wore appointed to sign cheques, and Crs. Neal and Cotton were appointed to sign contracts. TIIK IIAEKOIt BILL. The Mayor said since la.st meeting the Harbor Bill had passed both Houses or' tin. . Legislature and become law. He thought it would be a becoming and graceful act oi' the Council to return thanks to the members for the borough, and the Counties of Hawkc's Bay, Waipawa, and the East Coast, and also to thoso members of the Upper House who had done the best they could in getting tho bill carried through "both Houses of the Legislature. They might congratulate themselves and the district generally that tho bill had been carried. Ho moved, "That this Council records its thanks to the member for the borough for the great service he has rendered tho town and provincial district in carrying the Napier Harbor Board Loan and Empowering Bill through the Legislature ; and also to the members for Hawko'.s Bay, Waipawa, and the East, Const, and to Col. the Hon. Sir George Whitmore, CM.Or., and the Hon. J. N. Wilson, M L.C., for the assistance they have rendered in the passage of the bill through both Houses of Parliament."
Cγ. Comford had much pleasure in seconding- the resolution. The difficulties before them were not over yet, but the ■whole district owed a debt of gratitude to the representatives of the district. He could not help thinking the best that could lie done for the district had been done, and it' the ratepayers were true to themselves they would have no trouble in securing , the Larbor. The whole future oi' the district might be jeopardised if the people were supine in the mutter, but ho did not indulge in any such gloomy anticipation, for he believed the people felt the works were necessary for the future good of the province.
