Canada offers the Cape Government men and money, if the Imperial Government refuse to assist them iv stopping aggression by the Boers. The Marquis of Salisbury and Lord Kelso state that it is unlikely the Lords will recede from the position taken up by them in regard to tho Franchise Bill. They consider that neither portion of the proposed reforms will be operative or have any legal effect if passed separately.
