Mr James Service, as chairman of the committee of Premiers appointed by the Sydney Conference, has addressed a circular to tho Premiers of the various colonies inviting opinions with a view to the introduction of a Recidivists Bill in the different Legislatures. Captain Loekyciyof the steamship Adelaide, has obtained a rule to prohibit the Navigation Board from enforcing the suspension of his certificate. The rule has been made returnable on Wednesday next.
