"Clause 41.—The Town Clerk of every Borough shall, on or before the 31st day of MARCH in each year, make out in the form in the sth Schedule, from the Valuation Roll, a list to be called the "BURGESS LIST," containing the names of all persons arranged in the alphabetical order of their surnames, whose names appear on the Valuation Roll, "Omitting therefrom the name of every person whose name is on the Defaulters' List."
