February 26. The Right Hon. Sir H. B. Brand, exspeaker of the House of Commons', hits been raised to the Peerage under the title of Viscount Hampden. ' The death ' is announced of the Right Hon. Thomas Milner Gibson, formerly a well-known politician, and 'member of the Palmerston and Russell Administration (1855.1865), 77. '*-""•" * •
