Telegrams arc to hand from Antwerp stating that tho steamer Oatamia has arrived there, aud reported that her cargo is considerably damaged by a fire which broke out during the passage. December 24.
Tho Marquis Tseng has returned to London. Negotiations for the settlement of the Tonquin difficulty are still proceeding, nnd no rupture has occurred between the French and Chinese Governments.
