The parliamentary committee appointed to consider the question of voting a_ credit for the Tonquin expedition, in making its report recommended that cudeaA-ors should be made by the Government to arrive at an amicable arrangement Avith China, but at the same time the committee recognise the necessity of sending reinforcements to Tonquin as a rjrecautionary measure.
