LONDON. November 27. There aro indications that Lord Derby will surrender everything to tho Boers. Public, meetings have been hold, which demand the prevention of tho Boers having control of the Bcchunas, which woulel interfere with the Capo trade to the interior. November 28. If is reported that a serious difference of opinion exists in tho Cabinet on the question of the extension of the franchise in Ireland. Tho inquiry Avhich took place into the collision between the s.s. Cormorant and ShaAV, Savill and Co.'s ship St. Leonards, lias resulted in a decision blaming the officers of both vessels. Commander Johnston, late of H.M.S. Dryad, has received promotion, and has been given a command in the Mediterranean
