PARIS.
November 28. A disastrous fi.ro has occurred at Roubaix, in the north of this country, and two large factories were totally destroyed during the conflagration. In view of the possible failure of the negotiations which tiro now proceeding to bring about an amicable settlement of the Tonquin difficulty, active preparations arc being made for the immediate despatch of reinforcements to the French army in Annain. A force of GOOO troops are now held in readiness to start for the East if it should be deemed necessary to send them.
