Municipal Corporations Act, 1870, Clause 221. "IF any land or building within the borough, lying within one hundred feet from tho sea or from a public drain, can be and is not drained by somo pipe or drain to the satisfaction of the Council, the Council may make such drain as it thinks necessary to carry tho drainage of such building to tho sea or to such public drain, and may recover the cost of such Avork, not exceeding one year's rack rent of such land or "building from the OAvner or occupier thereof."
