All disputes, claims, or objections to be decided by a majority of tho stewards, or whom they may appoint, whoso decision shall be final. All protests to bo accompanied with a deposit of two guineas, to be forfeited if the protest is considered frivolous. ] Three horses to start in each race, or only half the money will bo given.
